Everyone notices the lunatic with the bullhorn, but everyone also notices that everyone else is doing their best to ignore the lunatic, the hurry their kids past the lunatic, etc.

That way everyone gets instant feedback that the lunatic is well outside the norm.

Not so easy on the internet, where lunatics can attract like-minded nuts, and where view counts can't distinguish between those looking out of agreement vs. disagreement vs. mere entertainment, etc.
