Dumpy can't stop taking it because the way so many of these hair growth or preservation potions and medications work is, if you stop taking it any hair you grew or preserved will fall out and you will go to the natural state of how your hair would be if not taking/using it.

His brain is probably all mushy and spongy. No gray matter.
