1. No, the mandate is going away. As is the ACA coverage most poor people had.

There is no fine for choosing not to get insurance. Instead, ironically, the "fine" gets applied when you finally do choose to buy insurance.

So if you can't afford insurance now, they've made it that much harder to ever get insurance.

I can't see the insurance companies being that happy with that. Not only does it enable lots of people to drop their policies, it disincentivises them from ever getting insurance.

Unlike a tax that comes close to or exveeds the cost of coverage (which compels rational to go ahead and buy coverage if they are going to get stuck paying anyway -- might as well get something for money you are going to pay either way). Donneycare's penalty perversely further disincentivizes people who have avoided buying insurance from ever buying insurance.

People don't buy health coverage because it is expensive. Making it even more expensive will only make it less likely that people will change their mind and buy some insurance. It is insanity.

by the threat of premiums that are 30% higher if you ever go more than 2 months without insurance.

So instead of being dinged with one penalty, you will be paying 30% more -- which would be much more costly for most people.
