After all, he took a position with the US Government as National Security Adviser and was, at the time, an "unregistered" foreign agent.

What are the criminal consequences for such an act? Very, very severe would be my guess?

Why did he decide to finally register as a foreign agent?

Depending on what he was covertly relaying back to his foreign handlers, I would think that there may be espionage charges in his future. What he is doing now sounds like a pre-emptive plea bargain.

He's getting ready to file his taxes and needs to have been registered because the IRS received a record of his pay from the Turkish Government - as the treaties between the US and other countries concerning citizens working for foreign government dictates.

When we had to go through a training on "Tax Time" back in the 80's, they discussed how to file income from foreign nations as some NATO or embassy service members had spouses that might (or might have been prior to a marriage) be working for international companies or agencies during the tax year.
The IRS doesn't have any issue if there's a retroactive "official" recording of a foreign employer for the previous year, so long as it's done prior to filing the taxes for that year. If you waited until after you filed, there's all sorts of penalties that you face for misrepresenting your employment.

because the scrutiny is continuing and the fact he was working as a foreign agent without having registered was going to come out in the wash anyhow. So he registered belatedly. Does registration work retroactively? If you do something that's illegal unless you're licensed to do it, does that offense magically disappear if you get a license after the fact? Or, maybe he registered so he could go back and work for Turkey (or Russia?) again?

The bigger question, of course, is how the hell does somebody get himself appointed National Security Adviser while working as an unregistered foreign agent?

This administration is turning out to be even more corrupt than we ever imagined. The ghost of Warren Harding is probably chuckling spectrally because his won't be considered the most corrupt presidency any more. Not be a long shot.
