Why are state and local police not speaking out?

Remember how last year they wanted to charge Li'l Donnie with hate speech? It didn't come to anything, but at least it was out there, sort of as a warning. Now it seems like every day there is a shooting, act of vandalism, or arson. The police have to clean up these messes, and there is a direct connection between them and the hate that comes from the WH. Doesn't it seem like they would be more vocal? Yes, they could be afraid of losing their jobs, but there are ways to protest that are not as overt. Simply reporting these acts to the media every time they happen and emphasizing the nutty, political reasons behind them would go a long way.

I thought that might be the case, but then it seems like they are really going after these right wing nut jobs. It's the same with judges. What about the white supremacist who got 20 years for hate speech and threatening with a gun?

It's a very strange situation. I can't put my finger on it.

Hate speech is protected by the 1st Amendment. There are very narrow exceptions for things like "fighting words" but they have to be targeted to specific people and likely to provoke a fight.
