7. Look this is weird

Because so many people are part year residents in Florida. The state doesn't define a minimum number of nights one has to stay to be a resident. What he did that was weird was not get a state ID. They made it harder to get those after 9/11. Most people who register to vote in Florida get a drivers license or state ID. There is nothing illegal about being a part time resident of Florida and voting there as long as you don't also vote in another state.


ETA I agree with previous poster the bigger issue here is California income tax evasion.
