2. He gets to appoint the replacements, but they must be confirmed

in the Senate. Will the Senate just rubber-stamp those he names? We'll have to wait and see. Democrats in the Senate should fight these appointments if those appointed look like lackeys for Trump. And they're likely to look like that, too.

On the other hand, Trump could simply leave those offices vacant. Unless he makes appointments, that's what will happen. Without competent US Attorneys in all posts, that would limit the DOJ's ability to do much of anything, and that may be what Trump wants.

If he fails to make appointments to those important positions, he will be continuing what he has already begun - limiting the ability of Executive Branch organizations to function. That may well be his overall goal.
