There were 46% of eligible voters who did not vote in 2016. Some are conservative, some progressive, some undecided. There are also those who voted for Trump with whatever fantasy they had in their minds about "change". We are wanting to have this policy, which will undoubtedly fail and cause harm to people, be attributed correctly. It is the GOP's plan and Trump is the leader of the GOP. Trump does not want this to be called TrumpCare. It not only reflects poorly on him, but it also might damage the next iteration of it. There is a lot of pushback by Trump's White House on using TrumpCare as a term for this new plan.
