https://thinkprogress.org/new-york-public-housing-trump-cuts-a83399eaa528#.2v4mu2n6n

In a surprise move, New York City’s public housing authority received a letter from the Trump administration last week informing it that its federal funding will be cut by millions this year, the largest decrease in five years.

It’s the first wave of potential funding cuts to hit New York City, which has declared itself a sanctuary city. President Trump has already signed an executive order saying that he will strip such cities, which have said they will refuse to have their police enforce deportation and immigration orders, of federal funding.

And the cuts are about to take a huge toll on low-income city residents.

The letter from the federal government said that aid to the New York City Housing Authority (NYCHA) would be cut by 5 percent. Three streams will be reduced: money to operate public housing, money to operate the Section 8 rental voucher program, and money that actually funds those vouchers. The reductions will leave the agency with a $35 million shortfall.

That said, fun n serious could furnish us more details. What agency sent the letter, their full address, phone number, and so on. And it sounds like a short letter, so one could type that in if one doesn't know how to take a picture, upload it to photobucket, and all that. Then we'd have some details and see if Google turns something up.

41. Executive orders don't count?
Fri Mar 17, 2017, 12:59 AM
Mar 2017

There has been a federal hiring freeze for most government agencies by executive order. I realize that's not the same thing as cutting beneficiaries or the amount beneficiaries get (though they will undoubtedly face longer hold times and wait times), but it indicates some of what can be done by executive order.

Back to the Section 8 -- Google: letter section 8 housing cuts

Here's one
https://affordablehousingonline.com/blog/trump-cuts-housing-funding

Although it doesn't say whether the NYHCA has actually reacted by doing any cuts itself.

But this is interesting:

Just last month, a housing authority in Florida canceled its scheduled Section 8 Housing Choice Voucher waiting list opening due to the uncertainty that it will receive enough federal funding to serve the persons that would be placed on the waiting list. So far, this is the only housing authority we have encountered that has canceled a waiting list opening for this specific reason. This housing authority cited instructions it had received by a phone call from the HUD regional office that budget cuts were on the way. It is unclear of that cancellation (and the referenced cuts) are associated with the recent NYCHA budget cuts.

That's kind of a cut in my book -- for people who will need housing help in the future.

Here's something from http://ny.curbed.com/2017/3/7/14842060/nycha-funding-cuts-hud

A letter from HUD to NYCHA dated February 26—several days before Carson was approved as HUD secretary—notes that the department plans on slashing the agency’s funding by 5 percent, a whole 2 percent increase over what NYCHA has braced for. The (Wall Street) Journal notes that an additional $7.7 million in cuts have been made to federal Section 8 programs by HUD since Trump’s election.

For people who can get around the pay wall, the referenced Wall Street Journal article is at
https://www.wsj.com/articles/federal-aid-reduced-for-new-york-city-housing-authority-1488844639?tesla=y

From the Think Progress link in #31:

https://thinkprogress.org/new-york-public-housing-trump-cuts-a83399eaa528#.3d49ui5t5

The city has already lost about 6,000 vouchers through attrition over the last four years, Goldiner said. “That’s 6,000 families that can’t afford their rent or are living in the homeless shelter system,” she said. That process was expected to continue anyway.

Cuts by attrition are cuts, albeit kinder than kicking out a current beneficiary.

I read somewhere else that the cuts were caused by limits imposed by sequestration.

Nothing that I've seen mentions sanctuary cities at all, though, FWIW. Other than the Think Progress story referenced in #31, and they don't give any evidence that all this is tied to NYC's sanctuary city status. Nor did I find any stories of individual beneficiaries -- like the OP's mom -- getting letters.

As for Trump's budget -- Congress does not pass presidents' budgets, even with amendments. Presidential budgets are aspirational creations only. Congress writes and passes the spending bills pretty much as they see fit. Of course they have to be mindful of a potential presidential veto that they might not be able to override, but otherwise they can and do write their own bills (yes, I'm sure with a lot of lobbyist help).

This article mentions letters going out this week to folks expecting to receive assistance soon, not to those already receiving assistance, but the timing makes me wonder if it's related.

Portlanders Desperate for Federal Housing Assistance Won’t Get It This Year
http://www.portlandmercury.com/news/2017/03/15/18893192/portlanders-desperate-for-federal-housing-assistance-wont-get-it-this-year

...

Earlier this month, Home Forward revealed it doesn’t think it will be able to pull anyone off its waiting list in 2017, citing short-term trims to its voucher budget and a mountain of uncertainty about Donald Trump’s plans for housing.

So this week, the agency did something it never has: It sent letters [PDF] to people waiting for help—some of them anticipating federal housing assistance to arrive any day—announcing that they’d have to wait.

“This is bad timing,” says Michael Buonocore, Home Forward’s executive director. “They’re getting their letters, and they had already expected to learn they got pulled [from the waiting list].”

You have caused more than one person around here to worry about getting cut off of Section 8. If this happens, most people in this boat will end up on the street and homeless.

Perhaps you should start up another thread stating the reality of your mother's situation so as to not panic others that could totally lose it over perhaps news like this.

While I am not on Section 8, I know of people that are. I fear for them as many are old friends from the past that have had a series of bad hits in their lives and they have no choice. They live in Section 8 hell holes and don't say a word about the substandard conditions in which they live out of fear, fear of losing the paltry subsidy they receive.

So, please correct yourself.

Thank you and I am glad you mother will likely not end up on the street. I'm certain you'd take her in wouldn't you? If it was my mother, I absolutely would. Sadly my mother died over 15 years ago and did not live to see this grim reality.
