After all government programs are for "n****rs" & S***s*. That attitude is what drives Republicans voters. The southern strategy has worked so well. All the effected nonessential programs or most of them are framed as for certain minorities. This kind of meme was started with Ronald Reagan and it has persisted ever since in various forms.

These same memes were used again and again during the last presidential campaign. And the underlying background theme in this budget is just the same tune being played to the Trump base. And the attack on the arts is really an attack on the LGBT community if you really think about it.
