seemed like he was given that line in case someone brought up 'wiretapping" at this press conference. He was told - this is how you deflect any questions by the press if they ask about 'wiretapping'. Did you see his 'Cheshire grin' after he made the comment. I believe he was ready for it. There was no way his people would send him out there leaving any answers off the cuff by him. That's when he gets himself in trouble.
