Whatever the reason, he is trying to take the focus off the White House and direct it toward the FBI and NSA. It is a misdirection play.

10. A local Policeman related this true story to me years ago.

The prosecuting attorney required heart surgery so he ran and was elected. Not prepared for with his case he fell to the floor in court making throat noises sputtering and spitting. The judge immediately call for an ambulance and paramedics arrived. Once the paramedics arrived they took vitals the prosecuting attorney was OK. The judge then asked him in the court room why he did it. The attorney admitted he was not prepared he was delaying for time. The case was immediately thrown out. Nunes is using an equivalent of this tactic.
