Albeit, the leaders make the decisions. And the ranking member gets the chairmanship.

One of the ways that gerrymandering impacts Congress is very red districts have long-standing Reps who don't need to represent anyone on the left or in the middle, they can be far right and still get re-elected. We end up with hyper-partisan leadership in Congress. We also end up with minority members from hyper-gerrymandered people of color districts having high rank and positions of power, the reason the right wants term limits on Congress--to defeat the powerful Dems they can't get out of office via the elections process.
