President Dumpty didn't like the word "buckets" and had a great fall

Nursery Rhymes remain popular because they reflect universal themes in the human condition that are familiar to everyone. Humpty Dumpty is the universal despot that creates his own destruction by positioning himself in a precarious ledge when having a very fragile epidermis. All the King's Men aren't going to be able to recover from that and Lewis Carroll includes Mr. Dumpty into Alice:

"When I use a word," Humpty Dumpty said, in rather a scornful tone, "it means just what I choose it to mean—neither more nor less."
"The question is," said Alice, "whether you can make words mean so many different things."
"The question is," said Humpty Dumpty, "which is to be master—that's all."

Alice was too much puzzled to say anything, so after a minute Humpty Dumpty began again. "They've a temper, some of them—particularly verbs, they're the proudest—adjectives you can do anything with, but not verbs—however, I can manage the whole lot! Impenetrability! That's what I say!"

The Affordable Care Act is the greatest peace time expansion of federal power in a century. President Dumpty's repeal and replacement would be his greatest legislative achievement. In preparing for its passage President Dumpty got into the details of this massive new policy. After a deep and comprehensive look (for Trump) he called Speaker Ryan. He had a problem with the proposed bill:

Trump told the House speaker that he had a problem with the bill. It wasn’t over Medicaid expansion, maternity coverage, deductibles or insurance premiums. Rather, it was that he didn’t like the word “buckets”—which Ryan had been using to describe the parts of their plan.

“I don't like that word buckets. You throw trash in buckets. I don't like that word,” Trump said, according to two people familiar with the call.

They changed the word to "phases" but all of the trash that was in the buckets remained in the bill.

Two months as President and the next 46 will be trying to pick up the pieces.
