4. He's waiting to be subpoenaed.

He's smart enough to know that if he voluntarily appears he'll be accused by Trump and his orcs of being biased; if he's compelled to testify that argument is a lot harder to sustain (although they'll make it anyhow). I expect the committee will wait a bit and then issue a subpoena to Comey.
