I heard Spicer referring to Trump as an activist president. I think he said it 3 times. I also thought Spicer looked embarrassed and uncomfortable, even while he was saying it. I know he was thinking that Trump would like the expression "activist president".

I suggest don't lie, which is as inaccurate as you can get. I agree with Trump that any kind of accuracy (for him) is indeed difficult. Maybe he didn't realize what he was impying when he said that!

the spokesman would be prepared for all the obvious questions. For any question that is genuinely tricky or which the spokesperson is not sure what the policy is, there is a routine "I'll take that question and get back on it". I heard variations on that by Obama's spokespeople and the Obama State Department.

The press briefing is the time to allow the media to ask questions and get the official position of the administration. The spokesperson is not suppose to answer questions he does not have official answers for. (ie no one needs Sean Spicer's opinions, they need the administration's.) Therefore THAT problem does not lie with the spokesperson, but with the administration not having a coherent, consistent policy on much of anything. Otherwise, the briefing book would have answers that the spokesperson could read out if he personally had not ascertained what the position was.

What other administrations wanted were personable people, liked and respected by the media, who could learn most positions well enough that they could smoothly outline positions and make them sound reasonable. In addition, most spokespeople absolutely did not want "to make news" - creating a controversy not already there. It says something that Trump has not fired Spicer, who is the opposite of what would ever be called a perfect spokesperson.
