IMO, due to the political turmoil, we are not paying enough attention to Continuity of government.

Continuity of government (COG) is the principle of establishing defined procedures that allow a government to continue its essential operations in case of nuclear war or other catastrophic event.

Continuity of government (COG) Protocol was first triggered after 9/11. The Congress have bunker in West Virginia and I believe the WH has one in PA.

Also there is also a backup government in case Wash DC has been wiped out. This is an unelected Congress, Justice, and Executive.

I,m not sure if this shadow government has ever been published but it does exist. Sen Hatch is supposely a member.

an army of clerks, managers, and executives, whose experience in their positions helps government continue to function smoothly through all the electoral transitions. They have absolutely no authority to run the government, and Senator Hatch is not a closet federal clerk, or even a manager of a department of clerks.

Lately, Republicans have been using the term in a derogatory way because competence in office is interfering with many of their attempts to destroy government functions from the inside.

But these people are a good thing, imperative to the functioning of government. For instance, 45's National Security Advisor, Flynn, had no idea how to declare an emergency because the clerks and managers who would normally have the the information he needed ready for him and be there to answer his questions about the process had been fired. Only imagine if there had been an emergency?

Or making sure Social Security checks go out on schedule to millions every month, year in year out as administrations change? The "shadow government" does that.

But COO has absolutely zero authority and never will unless our elective federal government were to be destroyed. Mere political turmoil would not activate these procedures.

Btw, your local government and mine (and thousands of others) also have protocols in place, and the legal authority to activate them, which would require allow them to take control of their area in event of grave emergency, including, just for example, confiscating food, water and medical supplies for the purpose of rationing. This was done by the Obama administration.
