9. Offer Medicare on the Exchanges

Direct the Department of Health and Human Services to offer health plans based on Medicare on the exchanges in all of the states and the District of Columbia, regardless of whether the exchange is operated by the state or by the US Government.

This will (1) stabilize the exchanges by guaranteeing there are affordable plans everywhere, and (2) pave the path to Single Payer as the private companies are unable to compete with Medicare plans while still paying large executive salaries, stock dividends, and that sort of thing.
