If Trump wants to be reelected in 2020,
he needs Russia's help. The same holds true for Congress in 2018. It stands to reason that he will keep Russia close and not do anything to prevent Russia from messing with US again. It also stands to reason that Congress will do nothing if the fate of republicans is tied up with Trumps'.
