One Texas-based donor warned Republican lawmakers that his Dallas piggy bank was now closed, until he saw legislative progress.
Get Obamacare repealed and replaced, get tax reform passed, said Doug Deason. Get it done and well open it back up.

Yes, I know that an investor can "vote with his or her pocketbook", but I'm not sure that an investor can force a producer of a public good or service to do something specifically for that investor's benefit above the safety and well-being of the other customers.
"We want tax reform and Obamacare repealed and replaced if you want any more money from us" sounds pretty quid pro quo to me.
