flowers past their "sell by" date (there isn't really a "sell by" date on flowers, I know) but not fresh enough for sale. Stick them all in waste baskets around the city to spruce the place up a bit. A great idea, and one that everyone can appreciate. Plus the city has to haul them away for free! They might even get a tax write-off for that. Whatever the reason, they look wonderful and someone had a terrific idea.
