A President should not be allowed

to pardon people who were part of his/her administration (or the administration immediately preceding theirs). When Ford pardoned Nixon, the Republicans confirmed that they wouldn't ever have to pay the price for their crimes. tRump will pardon anything Donnie or his minions do and Pence will pardon anything tRump does. If the crime has, in any way, contributed to that particular President being in power, they should not be allowed issue a pardon.
