Senate Majority Leader Mitch McConnell (R-Ky.) seemed to declare defeat over his efforts to pass the Senates controversial health care bill and said Monday night that the chamber will instead vote to repeal Obamacare and then replace it later.
Regretfully, it is now apparent that the effort to repeal and immediately replace the failure of Obamacare will not be successful, McConnell said in a statement. He continued to say the Senate would take up an earlier House bill and vote for a repeal of Obamacare with a two-year delay to provide for a stable transition period to a patient-centered healthcare system.
Any proposals for a clean repeal of the Affordable Care Act have been unpopular in both parties, and it would take 60 votes in the Senate for an outright repeal. Republicans in that chamber hold a 52-seat majority.
Its unclear when McConnell plans to hold a vote for the delayed repeal-and-replace, but the Senate is expected to remain in session until Aug. 11 before going on a recess.

I believe it has something to do with reconciliation?

(92,061 posts)take that route, as I understand it, they and only do it for portions of the bill that relate to the budget, unless they override the Byrd rule, but that would run counter to what the Senate parliamentarian, who is a republican, has said. It has to pass the Byrd rule in order to qualify for reconciliation

(2,897 posts)That bill was passed by reconciliation 52-47, but was vetoed by President Obama. Not sure if there is an appetite for it among Senators now that they know that it won't be vetoed.
