There were parts of Trumps original budget that they wouldn't go as far as making the necessary assumptions as there was too little to go off of. They have limits on how far they will go with their assumptions.

My statement about no technical basis was about astrologers, not the CBO. As someone who has done tons of mathematical modeling over my career, i know that, and you're completely correct. But, while an astrologer might make an assumption, there is no technical basis for it. The CBO is a completely different story.
