Russian Sanctions - Less than 1% of our legislatures voted against sanctions

If tRump vetoes this bill, (can Putin be this stupid?) then the talking point has to focus on what tRump represents. In an Era where it is close to impossible to get consensus, 99.26% of our elected national office holders voted to sanction the Russians. Yet tRump has decided to side with less than 1% of representatives AND with Putin. The question that tRump needs to answer is why.
