There needs to be some serious regulations and controls on Big Pharma and prescription drugs, in my opinion.
Also, in those areas of the country where there are no plans offered, if no insurance companies volunteer to step forward, then the government should offer a plan for these Americans that need health insurance. It should be a public option.
Also, they may have to compromise on the taxes on medical tools and equipment that presently helps to pay for the ACA?
They should propose a comparative study of the cost of Medicaid versus the cost of private insurance. If the difference is very significant, then the one with the best price should be considered?

Repubs have been starving this for years by refusing to pay doctors a fair rate for accepting Medicaid patients.

We should be guaranteed the same doctor for at least the year we are enrolled in any given plan.
Also Blue Cross randomly changed my primary care provider on its own and did not tell me.
Big surprise when I arrived at my next check up. This should not be allowed.

Raising payments for Medicare and indexing to inflation as someone else mentioned.
Additionally I would look to moving to a more fee for outcome than fee for service payment system. The ACA did some of this, and it's a hard sell.
While not directly related to insurance, I would push for solutions to our shortage of general practitioners. I'm not sure what the best solution is, whether it's incentives in terms of student loan forgiveness for general practitioners, support for nurse practitioners, or something else.
