Obviously this depends on individual state laws. But it is good to push absentee ballots on sporadic and first time voters.

depends on how many they let through and I thought they need to get to the correct polling place so depends on if they are delivered correctly . Maybe it's different everywhere

I am a perennial absentee voter (NJ you don't need a reason). IN my town, the ballots are mailed to the county, not to the town or fire dept (polling place).

I haven't checked a NJ election result, but I believe that on each town's results, the mail in votes are counted as a separate precinct.

... who can use absentee ballots? - like only people who are disabled, or working out of state on Election Day?

Although a person doesn't have to be working out of state. They can vote absentee if they are too far away or otherwise unable to vote there on election day. For example on vacation, having surgery or something.

Absentee ballots are also available for elderly and disabled voters.
