A russian guy tried to sell uranium and was caught by US investigators. The uranium was confiscated by the US. Upon request, a 10-gram-sample was delivered to Russia so their investigators could run forensics on it.

Wikileaks is selectively quoting the report to paint the delivery as something sinister with Mueller as the suspect.
