Some fun facts

When Clinton took (Dec before assuming Presidency) he achieved the highest rate of U.S. GDP to World GDP growth.

1980 - 25.16%
1988 - 26.98%
1992 - 25.76%
2000 - 30.66%
2008 - 23.22%
2016 - 24.58%

Waste is one issue but I can't see any case for moving away from the existing formula for calculating contributions.

A flat rate, or negotiated contributions would be unfair.
