So prexisting conditions will mean a huge increase in healthcare costs

for the sick in the states that use the waiver and rich people will pay the increase for themselves if they get sick. Still cheaper for them than paying into a pool that covers preexisting conditions for everybody. This is a tax cut for the rich.

I would expect states too vile to have expanded Medicaid under ACA to at least consider such waivers. That would be another consequence of not voting and helping ensure election of right wingers at state and local levels. Some states would hopefully do what is right for citizens even if they have to kick in for insufficient block grants.
