Yes, 3/5ths of 45 is 27 - exactly. Why would .5 appear from somewhere? And what would 3/5ths mean? A reference to that odious bit of the constitution? If so, it's a bit convoluted to bring it to Trump's number.

0.6111111111111111, on the calculator.
that times 45 equaled 27.5. I misspelled percentage, so I will go back & correct it.
It does seem a way to go, best answer I could find.
