WASHINGTON—Lawmakers are calling on the Trump administration to permit foreign-flagged vessels to ship relief supplies from U.S. ports to storm-ravaged Puerto Rico, asking the Department of Homeland Security to waive a law they say will burden the aid effort and increase the cost of critical supplies to islanders.

The 1920 Jones Act, regarded as one of the cornerstones of U.S. maritime policy, requires that goods shipped between U.S. ports be carried by vessels built in the U.S., majority-owned by American firms and crewed by U.S. citizens. The Department of Homeland Security hasn’t waived the act for Puerto Rico, which was devastated by Hurricane Maria last week.

“Based on consultation with other Federal agencies, DHS’s current assessment is that there is sufficient numbers of U.S.-flagged vessels to move commodities to Puerto Rico,” spokesman David Lapan wrote in an email.

President Donald Trump told reporters Wednesday he was considering waiving the act but hesitated because “a lot of people that work in the shipping industry... don’t want the Jones Act lifted.” ... He added: “We have a lot of ships out there right now.”

Americans before 2 days ago! As ba as the situation is in Tx. & Fla. it sounds worse in Puerto Rico. People have no water, they're running out of food, and those two things are NECESSARY for human life! There are NO EXCUSES!
