Ban "bump fire" adaptors, "gat cranks" and any other device that, when attached to a semiautomatic rifle, will allow the shooter to attain fire rates similar to that of a machinegun.

Anyone who shoots more than three people and survives will be tried within three months of the crime. Anyone found guilty gets an automatic death sentence with ONE appeal, and forfeits all his possessions (including his half of all community property) to the state; his possessions - except for his guns, which will be destroyed - will be sold at auction, 50 percent of the proceeds of the sale of community property will be returned to the spouse, and the rest will be distributed to the victims and their families.

Execution will be by guillotine, and in public.
