Clearly banning MJ and other drugs hasn't eliminated drug use. So why ban them at all?

Next to the weed store, you have the painkiller store, next to that you have the meth one, crack one and speed one; eventually you get your Walmart of drugs. Let people use recreationally or destroy their lives as they please.
