The Jones Act waiver for Puerto Rico expired Sunday night and will not be extended, according to a Department of Homeland Security spokesperson.
Homeland issued the waiver of the Jones Act on Sept. 28, after a request by Puerto Rico Governor Ricardo Rossello and pressure from lawmakers, including Senator John McCain and U.S. Representative Nydia Velázquez.

(146,288 posts)a ferry service to just go between San Juan and the nearest mainland port.
At typical cruise ship speeds, the trip is a 3 day one. So, every six days, one ship could carry its maximum passenger load from San Juan, PR to Miami, FL. and return.
Air travel is much faster, of course, but planes hold far fewer people, and luggage capacity is less than on a cruise ship.
I'm betting there is money to be made for cruise lines running such ferry cruises. Cut back on amenity availability, simplify menus, and skip luxury features, and the cost would be more affordable.

(146,288 posts)Airlines are being slow in returning to service in PR, since there's not a lot of people who want to go from the US to PR. Plenty who want to come back, though.
Airfare right now from PR to Miami is pretty cheap if you book it ahead. I imagine those flights fill up pretty quickly.
For tomorrow, there's only one seat left on one flight, but the round trip fair is just $202.
I didn't check later flights in the month.

(34,661 posts)inter Island Ferries that operated out of San Jaun, that went to the British Virgin Islands as well as the US Virgin Islands. Plus, one can take Ferries and Work Barges directly to Miami or Jacksonville form St Tomas or St Croix. The usual Fare is dirt cheap, and the accommodations are primitive at best. Sitting on a crate for awhile does get your butt a bit sore. What a real life experience.
