My gut feeling is that Trump would see that as a violation of U.S. territoriality and actually put up a blockade -- especially if Cubans were involved.

Couldn't do that in Nebraska without flying over a lot of other states. The optics of Cuban rescuers bringing sorely needed food, water, and medical supplies being driven away at gunpoint by American soldiers would be...interesting.

its unlikely to be massive cargo ships, and planes are expensive. They already have foreign investors who were running Romney-style scams to skim off profits and load Puerto Rican companies down with debts that they cannot repay.

There are plenty of current examples of how that type on annexation leads to war. Puerto Rico has made several efforts to become an independent nation, free from draconian US colonial rule, while others want to achieve full statehood. Puerto Rico isn't a sovereign nation, it remains a US territory ans it belongs to us, so a foreign nation can't just show up and "make it theirs".
