Kevin De Leon(D-CA) is running for the US Senate in 2018

De Leon (D-CA) is also running for Lt Governor in 2018.
Can De Leon run for 2 offices at the same time?
If De Leon finishes in 1st or 2nd place in the open primary, what are his chances in the general against Feinstein?
The Democratic candidate that could defeat Feinstein in the November General Election is Tom Steyer. Steyer is personally wealthy and is able to self fund his campaign.

I do not know Steyer's platform and he was interviewed last night but nothing was said about his position on issues. At least with De Leon we know what he has done and voted for while in office, etc.
