My guess would be that he is assisting Mitch who is old. He's 75, I'm 70 and need a hand when there are stairs and no railing.

Either Trump is using McConnell for support as he navigates the scary stairs, or he's dragging McConnell with him. But they're not holding hands.

I do think he has issues with stairs. I am surprised he has not said anything about Hillary tripping on the stairs today. I bet she will not hold someones arms to get up them even after her trip on them.
