Was Gen Kelly on active duty when his son died?
Would that matter?

I don't know.

I am not a military guy so I don't know how he would feel as a soldier and son a soldier serving under the then CIC, Obama. Perhaps protocol is in play

I imagine his wife was the person who received Obama's letter and/or call. Gen. Kelly has been explicit in declaring that their loss is no worse, and their situation is no more special than any other Gold Star family.
