1. That's because the burden of proof for indictment is very low.

Much lower than what is required for conviction in a criminal case. An Indictment basically means that the bare minimum requirements have been met to move forward. It's basically a "fancy arrest."

Because the standard is so low, it's to be expected that most of the time they will vote to indict.

8. In Federal courts they aren't supposed to indict unless the prosecutor thinks the case

can be proved beyond a reasonable doubt -- probable cause isn't enough.

it is rigged for the government. And biased.

They do not like informed well read people.

If a guy who's 6' tall, 200 lbs robs a liquor store wearing a Dallas Cowboys jersey. And YOU get arrested because you're 5'10" and 180 lbs wearing a Dallas Cowboys polo shirt, a Grand Jury would probably indict you.

That's why we have many steps in the process before conviction, with increasingly more stringent burdens of proof.

The system ain't perfect, but there was an effort to make it as close as possible.

Some grand juries are convened for investigative purposes. Are they counting the grand juries that are not asked to indict?
