With limited resources the Feds don't bring cases to a grand jury unless they know they can get an indictment. As we saw in Ferguson any DA/lawyer worth a damn can steer a grand jury anyway they want.

(82 posts)Much lower than what is required for conviction in a criminal case. An Indictment basically means that the bare minimum requirements have been met to move forward. It's basically a "fancy arrest."
Because the standard is so low, it's to be expected that most of the time they will vote to indict.

(82 posts)If a guy who's 6' tall, 200 lbs robs a liquor store wearing a Dallas Cowboys jersey. And YOU get arrested because you're 5'10" and 180 lbs wearing a Dallas Cowboys polo shirt, a Grand Jury would probably indict you.
That's why we have many steps in the process before conviction, with increasingly more stringent burdens of proof.
The system ain't perfect, but there was an effort to make it as close as possible.
