some details of the Whitefish contract

For one, the contract, which Whitefish signed with the government-owned Puerto Rico Electric Power Authority, or PREPA, states that, “In no event shall [government bodies] have the right to audit or review the cost and profit elements.” That gives Whitefish an incredible amount of discretion and privacy over how it uses $300 million in American taxpayer money.

PREPA and Whitefish couldn't tie FEMA's hands if there was a legal reason for their auditing whatever "the cost and profit elements" are.

It's best in any event not to quote an amended version of the text if you're going to quote it and the original is readily available. "Government bodies" is both less precise and more extensive than the actual contract language.

The actual text reads, "In no event shall PREPA, the Commonwealth of Puerto Rico, the FEMA administrator, the Comptroller General of the United States or any other authorized representatives have the right to audit or review the cost and profit elements."
