8. i mostly think small fish, but the thing about manafort-

he already has a long rap sheet. there is long existing investigation into a lot of crimes. the fact that he can be indicted on state level crimes- money laundering, etc, makes him a good first fish.
he may already be cooperating, but i doubt he was being all that cooperative, or he wouldnt have caught that no knock raid.

i think they need to set the hook on him.
