Two things to remember about Manafort:
1. Manafort WAS at that infamous meeting with Russians in June 2016 along with Donnie Jr., et. al.
2. Many of the crimes Manafort is accused of were committed in New York, which probably has parallel state laws - NO PARDON!
I'm sure Mueller and Schneiderman have had lots of phone calls between them for months.
