If trump pardons everyone, is there any recourse?

The Constitution has a phrase ""except in cases of impeachment". Just how far that extends would have to be decided by the courts.

Presidential pardon power is unlimited, for good or bad. The "impeachment" language only prevents the president from pardoning those who have been impeached (which, on edit, means it isn't unlimited, but that exception isn't relevant to Trump).

Congress can impeach and convict executive officers, the president cannot interfere by granting a pardon to such a person.

If they broke a state law, then tRump cannot pardon them.

In many cases (like money laundering), they probably broke both federal and state laws.
