First off, he picks as AG a person who was involved in his campaign and who had contacts with the Russians despite there being accusations that the Trump campaign colluded with the Russians.
AG Sessions, following DOJ guidelines, recused himself from any investigation concerning the matter.
Trump fires FBI director Comey and in the ensuing blowback, the assistant AG , since Sesions had recused himself, picks Mueller as special prosecuter and to lead the investigation and gives him wide latitude to pursue any criminal activety that may come to light while doing the primary task.
This wide latitude allows Mueller to snag Manafort and his business partner.
Given the accusations of collusion, Trump should have picked as AG someone who had no connection to the campaign in either an official or informal capacity and certainly one who had no connections with Russians. This AG would not had to to recuse his or herself and thus could have confined a special prosecuted to a very narrow field. This special prosecuted would have taken over the investigation from Comey had he been retained or his replacement.
It was tax evasion that brought down Al Capone and I think it's going to be tax fraud and business fraud that will bring down Trump and his administration.
