Trump can tell Rosenstein to fire Mueller right now. If he says no, hes gone. Next person moves up, and he can go through people until one of them fires Mueller.
Sessions is not in Trumps way at all, so hes no protection for Mueller.

Is that Drumpf could find someone to replace Sessions that would give him his word that Mueller would be fired, and that way Drumpf doesn't have to worry about Rosenstein.
