It sounds like it's mostly some other twit talking and Gillespie comes in at the very end. It's hard to hear and I never heard the quote.

He says something about how the opponent is just hanging out at some coffeehouse in Richmond (which is outside of the beltway but I digress), while Gillespie is campaigning. One place mentioned was "Metro Stations", and Gillespie says "May be enemy territory, but...".
