Even if you give it the most generous possible interpretation the President is stating that he can run the entire federal system by himself, hiring key people is unimportant, everyone is a clerk except for him and that every decision should be forwarded to him for final disposition.

The excerpted quote however expresses the real sentiment of the ass in chief.
