...in our community the police report is public record however it does not have to be finalized for 10 days following the incident. Even for traffic incidents, they don't have anything to send to insurance for 10 days.

As I understand it, the neighbor in question is a doctor. How many doctors do you know who go around assaulting their neighbors?

Rand Paul was mowing his lawn when he was allegedly attacked by this neighbor. Strange.

...incident with a sign in his window or in a neighbors window that was causing tension between the two. was this same neighbor?
