Isn't that a tacit admission that he is unfit for office and rather than jerryrigging the law why don't they come clean and do something about him?

1. changing the law would be quicker

Impeachment would take much longer, and allow more time for Trump to do something horrible. Besides, it is the a law that should be in place anyway.
